Democratic lawmakers say tensions in Congress are extremely high as outrage grows over recent deaths linked to ICE operations, especially in Minnesota. Congressman Robert Garcia says it is surprising—but encouraging—that some Republicans are finally questioning Donald Trump, as public anger spreads beyond Democrats.

He argues ICE has become a rogue, militarized force accountable only to Trump and says it should be abolished, not reformed. Garcia and other Democrats believe a government shutdown should remain on the table if it forces accountability, investigations, and leadership changes at DHS, including impeaching Secretary Kristi Noem.

Minnesota Congresswoman Angie Craig echoed this stance, calling the deaths of Renee Good and Alex Prey “murders” and urging Senate Democrats to hold the line, even if it leads to a shutdown.

While some Republicans appear to be looking for an off-ramp, Democrats warn Trump’s use of federal force—and the shadow of January 6—has created an atmosphere of intimidation in Congress. Polls show ICE and DHS approval ratings have sharply declined under Trump’s second term, making the administration’s strategy increasingly unpopular nationwide.
